Teen skincare's problem was never the product count. It's the missing sunscreen. A 2025 Pediatrics study logged the TikTok routines a thirteen-year-old gets served: six products per face, $168 on average, built around acids that raise sun sensitivity, and only 26 percent of the daytime routines included any sunscreen at all. Young skin doesn't need retinol and acids for photoaging that hasn't happened. It needs three steps a pediatric dermatologist will give you free: cleanse, moisturize, and protect with a mineral SPF 30. The policy responses split. Connecticut got Sephora to put age warnings in writing, enforceable but with no fine. California's tougher bill, an adult required at the register, died in a committee suspense file without a floor vote. The fix was never legislative.
